Urban mobility planning is undergoing a critical transformation. Against the backdrop of the expected SUMP guidelines revision and the binding requirements of the updated TEN-T Regulation, 431 designated urban nodes across Europe will soon be required to systematically monitor and submit data on a harmonized set of urban mobility indicators. To meet this mandate, which promotes efficient, safe, and sustainable transport solutions, the Commission will adopt an Implementing Act defining a limited number of Urban Mobility Indicators. The Implementing Act will define the indicators, data methods, and submission deadline of 31 December 2027 for Member States. In preparation, a dedicated expert group developed a set of initial indicators, summarized across seven detailed fiches, leading to the adoption of a formal opinion by the Expert Group on Urban Mobility in 2024. The crucial public consultation on these indicators for the Implementing Act was concluded in 2025. This timely session is structured as a collaborative dialogue among the leading experts who developed the UMIs. Through a dialogue among policymakers, city networks, local governments, and industry, it will focus on how the private sector and National Access Points can support cities in collecting and calculating these essential indicators. It will analyze how SUMPs can serve the purpose of UMIs, addressing the critical gap between policy ambition and city readiness. Ultimately, the session offers clear guidance for harmonized monitoring across Europe, enhancing mobility strategies, sustainability, and transport efficiency.
