Cities across Europe are entering a long transition period in which autonomous vehicles, connected cars, human-driven vehicles, cyclists, and pedestrians must coexist for decades. This mixed reality introduces unprecedented complexity: fragmented perception, unpredictable human behavior, heterogeneous connectivity, and increasing safety expectations. While today’s systems focus on isolated vehicle intelligence, the future demands orchestrated intelligence — a mobility ecosystem where infrastructure, vehicles, edge nodes, and cloud platforms collectively sense, reason, and respond.

This Strategic Future Session explores a fundamental question for Europe:
How can we build a collective-intelligence framework capable of orchestrating mixed traffic at scale?

The session will examine forward-looking concepts such as collective perception layers, edge-enabled urban nervous systems, city-level AI orchestration, dynamic computing continuum management, and multi-modal coordination. It will also address societal and technical barriers: trust, responsibility allocation, ethics of AI-enabled traffic intervention, data sovereignty, and interoperability across European corridors.

Rather than presenting completed work, the dialogue aims to shape Europe’s next wave of ITS innovation. Participants will explore gaps, envision new architectures, and identify opportunities for cross-sector European initiatives. The session will push boundaries by challenging conventional autonomy-centric thinking and proposing a collective, cooperative, and human-centered orchestration paradigm for safer, smarter, and more resilient mobility.
