Across Europe, road authorities are increasingly using “vehicles as sensors” to improve road maintenance, winter services and traffic safety. Yet most initiatives still evolve in isolation, with differing definitions, quality standards and contractual models. This fragmentation limits learning, makes results hard to compare and slows down large‑scale adoption. To address this, The Netherlands (ROMO2), together with Norway, Spain, Sweden and the United Kingdom, intend to sign a covenant at this Congress to jointly harmonise this emerging domain. The covenant is not a new project, but a practical framework for collaboration. It focuses on aligning definitions ( lwhat constitutes a “pothole” or “safety hotspot”), agreeing on quality levels and KPIs, and exploring shared positions on key issues. The ambition is to help road operators use vehicle‑based data more effectively in daily operations, while offering industry a clearer and more predictable European market. In this Special Interest Session, representatives from Sweden, the UK and The Netherlands will explain why they chose to cooperate, what the covenant entails, and how it connects to national programmes like ROMO2 and European policy developments. Participants are invited to share perspectives, challenge ideas and help shape the next steps toward a broader European road operator alignment platform
