In intelligent transport systems, policy misalignment often occurs when advanced technologies are introduced without coordinated governance or shared objectives. Common examples include traffic management systems that prioritise car flow at the expense of public transport, restrictions on real-time mobility data due to data governance rules, national ITS standards that limit local innovation, and smart parking or journey-planning tools that conflict with sustainable mobility goals. Additional challenges arise when dynamic ITS capabilities are constrained by static regulations, automated enforcement lacks legal support, connected-vehicle data is inaccessible to public authorities, and funding prioritises deployment over long-term operation and user experience. Together, these issues demonstrate that without coherent policies across levels and sectors, ITS investments struggle to deliver clean, efficient, and user-friendly urban mobility.
This co-creation session explores how better alignment of policies, roles, and incentives across governance levels and sectors can unlock the full potential of ITS. The session will address key governance questions for intelligent urban mobility: how national, regional, and local policies can be better coordinated; how silos across transport, energy, digital, and urban planning sectors can be reduced; how data sharing, standards, and regulation can enable innovation while ensuring public value; and how governance can keep accessibility, affordability, and simplicity at the centre of ITS deployment and planning.
The emphasis is on moving beyond technology deployment toward coordinated, user-centred solutions that translate intelligent systems into tangible urban mobility outcomes.
